SincethepermanentformationofourgovernmentundertheConstitutionin1789,mostoftheperiodsofcrisisinourhistoryhaverelatedtoourdomesticaffairs.?And,fortunately,onlyoneofthese—thefour-yearwarbetweentheStates—everthreatenedournationalunity.?Today,thankGod,130,000,000Americansinforty-eightStateshaveforgottenpointsofthecompassinournationalunity.

Itistruethatpriorto1914theUnitedStatesoftenhasbeendisturbedbyeventsinothercontinents.?WehaveevenengagedintwowarswithEuropeannationsandinanumberofundeclaredwarsintheWestIndies,intheMediterraneanandinthePacific,forthemaintenanceofAmericanrightsandforthePrinciplesofpeacefulcommerce.?Butinnocasehasaseriousthreatbeenraisedagainstournationalsafetyorourcontinuedindependence.
